On November 15, Truman announced at a press conference that “the three Powers had agreed on the need for international action, under the auspices of the United Nations, for the provision of controls over atomic energy to ensure its use for peaceful purposes only; to outlaw atomic weapons and other major weapons capable of mass destruction; and to provide for effective safeguards through inspection.”
